From the east to the south(east), the EU’s approach towards its neighbourhood has turned from an ambitious project of transformation to prioritising stabilization. The situation in the Western Balkans remains fragile, and progress in democratization, rule of law and integration has stalled or even reversed. The protests in Belarus and political polarization across the region have demonstrated the necessity to pay renewed attention to the perspectives offered to neighbouring countries. At the same time, relations with Russia have reached a new low, despite hopes that the Biden-Putin summit would contribute to a stabilization of the relationship. What are expectations in the region and (how) can the EU and its partners meet them?
