Victoria could be teetering on the brink of a dreaded second wave as the state records an alarming increase in coronavirus cases.
Sixteen people have tested positive overnight. More than a third of those are linked to known outbreaks.
Authorities are focussing their attention on hot spots in six Melbourne council areas where numbers are rising rapidly.
Those six council areas are home to almost a fifth of the state's entire population.
As Richard Willingham reports, the Government has stopped short of locking down the affected suburbs.
