STORYLINE
Afghanistan's election commission proclaimed President Hamid Karzai the victor of the war-ravaged nation's tumultuous ballot on Monday, cancelling a planned runoff two and a half months after a fraud-marred first round.
Karzai's challenger, former Foreign Minister Abdullah Abdullah, dropped out of the race on Sunday because he said the vote would not be free or fair.
Independent Election Commission chairman Azizullah Lodin announced Karzai as the victor during a news conference in Kabul.
Lodin said that the commission had the authority to make the decision because the Afghan constitution only allows for a runoff between two candidates.
There is a chance that the decision could be contested, but the international community appears to be lining up behind the ruling.
A spokesman for Abdullah said the decision did not reflect Afghan law but declined to say if the candidate would challenge it.
He said Abdullah would give his reaction in a speech on Tuesday.
Kazai and Abdullah had been in talks about the possibility of a power-sharing deal.
