Environment Minister Jonathan Wilkinson and Prime Minister Justin Trudeau say Canada will exceed its commitments to cut greenhouse-gas emissions by 2030 and eliminate them entirely by 2050, with the help of a new bill requiring them or their successors to explain why if they miss those goals. But the law would only demand those explanations after 2030, which the New Democrats say leaves much too much wiggle room.
