A local court has once again refused to issue an arrest warrant for the daughter of Choi Soon-sil,... the close confidante of former president Park Geun-hye.
The Seoul Central District Court says it failed to recognize the need to place Chung Yoo-ra under custody, citing a lack of evidence.
This was the second attempt by the Prosecutors' Office to arrest Chung, after the same court rejected their initial request earlier this month.
Prosecutors said on Tuesday, they had secured evidence that Chung frequently spoke on the phone with Park Geun-hye, when she was still in office.
They have levied three charges against Chung, including obstruction of justice, fabrication of documents, and earning special favors to enroll into an elite university in Seoul.
