There are 30 Dormant SIVA Clusters in the Game. At the moment is unknow for what you need this cluster but maybe like fragments, for a weapon. You can find this Dormant SIVA Cluster in the story mission "The Iron Tomb"

Before you enter the large ship, go forward in this area and in the right back you will find a small ship and on the deck of this ship is the Dormant SIVA Clovis Bray 1.1 cluster.
