Flagpoling is when foreign nationals with temporary resident status in Canada leave the country (typically to the U.S. or St. Pierre and Miquelon) and then re-enter through a port of entry to apply for work or study permits.
Effective December 23, 2024, Canada will no longer process work and study permits for individuals who attempt flagpoling.
Instead, applicants must now submit their **work or study permit applications directly through Immigration, Refugees and Citizenship Canada (IRCC).
This change comes as a response to the burden flagpoling has placed on border resources, leading to longer wait times and diverting resources from important enforcement activities at the border.
