The Spanish government has approved a more than two billion dollar plan to help farmers and consumers cope with a drought which has been made worse by the hottest and driest April on record. The measures have been described as unprecedented. The authorities say half the money will be spent on improving water infrastructure. Oliver Whitfield-Miocic reports.
