Symptoms: I just completed a full 951 engine rebuild (with WSM rebuild parts off eBay) along with 1mm bored cylinders. I installed a new fuel pump, new reeds, hydro-sonically cleaned fuel injectors & more. I plug in the key and try to turn it over, however it just turns over but will not start.
Issue: During the rebuild I did not install a woodruff key on the Magneto Flywheel. Therefore the engine was out of sync when it was trying to read the trigger wheel (attached the ring gear).
Solution: Don't be me, make sure you do a thorough job and install and woodruff key!! (See the 2004 Shop Manual - Page #96 for more info).
