Cagayan De Oro Representative Rufus Rodriguez, who was one of the authors of the law on Good Conduct Time Allowance for inmates, says the Bureau of Corrections was very lax in its implementation of the GCTA law.
He also insists that the Bureau of Corrections should divulge the names of inmates who were released or could be released under the measure.
