This is the 1983 Kenner Star Wars Ree-Yees and he was first released on the Star Wars Return of the Jedi 65 back. Ree-Yees was one of the first return of the Jedi figures ever hitting stores. A Fun Fact about Ree-Yees is that the character design was originally intended to be used for Admiral Ackbar.
