This is in outtake from the 2003 Errol Morris doc 'The Fog of War - Eleven Lessons From The Life of Robert McNamara'.

I'm guessing that the recording originates from the white house recording system that (I think) JFK had installed (and that subsequently busted the shit out of Nixon by I think providing the "smoking gun" on the whole Watergate thing).
