This aquarium plant prefers a substrate that has nutrients overgravel or sand. You can plant it in gravel or sand but it’s probably not going to do very well long-term. The idea here is to feed the roots of the plant with nutrients and sand or gravel doesn’t hold nutrients. It still may work for you to plant into sand but remember there’s no nutrients in that substrate.
