Sri Lanka is constructing a $15 billion smart city in the ocean, called Port City Colombo. Port City Colombo will be composed of five unique districts on reclaimed land adjacent to the main city. It will hopefully boost the Sri Lankan economy, serve as a vibrant new smart city, and improve the quality of life in Colombo. However, there is fear over China’s participation and doubt that the project will succeed.
