Buffalo City Metro authorities say 21 foreign national spaza shop owners were arrested during Friday's raids for non-compliance with the city's by-laws. They face various charges, ranging from lacking identification to employing undocumented staff. Some of those arrested appeared in Mdantsane Magistrate’s Court on Monday.
