#shorts Victoria 3 promised. They promised the iconic pop system would be deeper. Here is the reality, after actually playing the game. If you want the clearest, unequivocal example of how Victoria 3 is a downgrade on Victoria 2, and how Martin lied to our faces, this is it.

Provinces exist in the game, but they are essentially hidden. There are no interactions with them, they have no names. Pops live in states. The only system that uses provinces, ironically, is the war system. Battles take place in provinces and occupations are at a province-level. It's hilarious that the military system is the only thing to use provinces, because all player agency was removed from war and even on its own terms it is a totally non-functional broken system.
States can be split up, mainly through treaty ports, as I explain in the video. They could have saved themselves the work of making this calculation by simply having pops in provinces, which is a brilliant system in Victoria 2 that could easily have been expanded on by creating the possibility to split states in various ways. But no.
