This is a L32 bout of the men's Grand Prix world cup in Plovdiv, Bulgaria in 2010. Jaime Marti of Spain is on the right and Bolade Apithy of France is on the left.
On the last touch at 14-14 Marti made an attack and Apithy tried to pull it short and made an attack. Since there were 2 lights and it was 14-14 it is an automatic replay. After looking at the video for a long time at slower and slower speed they eventually decided that Marti had landed his foot first which you can see he clearly has on the video. The touch was awarded to Apithy and they shook hands. I am not sure if anything was signed at this point, but then Jorge Pina, one of Marti's teammates, pointed out that Apithy crossed his feet on the action where he hit Marti. Many more directors were brought over and after a long time they gave it to Apithy, deeming that he had hit before crossing his feet. Pina again pointed out that if it was during the action it doesn't matter if the crossover was before or after the hit. Even more directors were brought over and it was eventually decided that even though that is correct the 15th touch had already been awarded which ended the bout so Apithy got the touch anyway.
