When you are set to do the Rouge tomate hunt, go to the eastersand, but insted of doing the fight you can steal from the catuars.
Steal only from the once that are sleeping or they will attack you.
You can get a broadsword from them wich you wont have the licence points for yet, so after you get it, start killing wolfes to get licence points.
When ever you get enough licence to your broadsword, if you got it, then equip it, it gives you 2 points more in attack so they will kill the wolfes with only 3 blows and help you in the rogue tomate fight.

If you dont get thr Broadsword from the cactuars then either soft reset the game and try agiain till you get it OR run back to rabanastre to the southern placa and return to respawn the cactuars giving them new items.
I recommend the soft reset as it is much faster.
I was lucky i got it in my first run so i just killed 15 wolfes and went straight for the tomto.
The rogue tomato isnt hard, just attack him and if you run low on hp, use potions.

So when you get the broadsword and the licence for it, equip it, finish of the rogue tomato and return to rabanastre and continue with the storyline...
