Some states grant a driver’s license without an SSN (California, Colorado, Delaware, Connecticut, New York, Pennsylvania, Utah, New Mexico, Maryland, Illinois, Vermont, Washington, and Hawaii).
Several states have introduced legislation to grant driver licenses to undocumented immigrants. These states are Florida, New Jersey, New York, North Carolina, Texas, Massachusetts, Minnesota, Kansas, and Oregon.
At DMV you will have to prove your identity and Lawful Status (information provided below is for immigrants who didn't get Green Card yet):
- Unexpired foreign passport with an unexpired U.S. visa,
- I-94 indicating temporary evidence of permanent residence
- EAD (if you already have it)
- Form I-797C, Notice of Action (if you filed your application with USCIS)
- An original copy of your SSN ineligibility letter
Two proof of your Residency:
-Auto insurance card
-A computer-generated utility bill showing your name and address
-A W-2 form
-Tax records
-Lease agreements or mortgage documents
