Minato kit is solid ( for attack ) only if you can max his ex ult and LB to +3.
for defense he is a different breed for f4, with the highly accurate rasengan, he can negate evasion altogether if there is no invincibility cover.
If you cannot invest resources now, skip him. blue units are difficult to build and maintain.
