Citizen TV launched a review of the aquiess proposal to end the drought in the Horn of Africa by delivering early rains, prior to the October Short Rains. Aquiess promised to deliver early rain to allow for growth of plants to give cattle and livestock food for survival. "Once they are producing milk, human survivability will go up, in time for October rains/" says company CEO, David Miles. The company has also offered to increase general October rain so that there will be a chance of crops getting started.
