Sekiro Shadows Die Twice has 42 Treasure Carp Scale Locations. Finding all scales is needed to buy various items, including Lapis Lazuli (rarest upgrade material required to max out all Prosthetic Tools).

There are two Treasure Carp Scale Vendors. One in Hirata Estate (in the big lake at the start) and one in Fountainhead Palace after the Palace Grounds idol.

MISSABLES WARNING: You can only get to Fountainhead Palace if you did NOT hoose the Shura Ending (that's for betraying Kuro). Instead, you must stay loyal to Kuro when talking to Owl in Ashina Castle at the end of the game. He gives you two dialogue choices - to betray Kuro or stay loyal to Kuro. You have to STAY LOYAL TO KURO. Only then you reach the Fountainhead Palace.
