over the past 3 days, a new controversy has emerged over perk rolls, specifically VS Chill Inhibitor, a grenade launcher from vesper's host. in those 3 days, we went from "this GL with X/Y perks is so rare" to "the entire perk seed RNG system may be completely broken", so this is my attempt to best explain the situation now that bungie has acknowledged that there may be something else at play. also, this only is for the main perks, not barrels, mags, etc.
