Bulb grease is dielectric grease, a protective insulator used to prevent corrosion, arcing, and to seal off connections so humidity, dirt, water, and salt can't easily get past it. Steve recommends to apply it to the seal points of connectors but not on the contacts, and explains why he doesn't apply it to contacts even though it could work.
