Why did Palpatine replace the clones with stormtroopers?
The clone army served a singular purpose: to set up the galaxy for Palpatine to rule it. As soon as the Emperor established the Galactic Empire he had no further need for the costly clones.
What was more important to Palpatine was the Death Star, which he believed would firmly establish his control over the galaxy. Eliminating the contracts with the Kaminoan cloners and transitioning the army to conscripted soldiers freed up a portion of the superweapon’s badly needed funds.
Rather than having an army of trained, qualified soldiers, Palpatine was more concerned with the number of troops at his disposal, striking fear in the hearts of galactic citizens.
