Background to Story: 1981 was expected to see a breakthrough in international
efforts to bring independence to Namibia, also knows as South-West Africa, the vast
territory administered by South Africa for over 60 years. The United Nations
sponsored a special conference in Geneva in January, but the talks were torpedoed by
South Africa and the DTA, the multi-racial Namibian party supported by Pretoria.
There have since been elections in South Africa, and a new administration in
Washington. American officials have been visiting Southern Africa in an attempt to
launch a new initiative.
