UPDATE SINCE RECORDING: Potential Tropical Cyclone 16 has formed into Tropical Storm Ophelia. IMPACTS REMAIN SAME! Ophelia is expected to bring flooding and wind gusts on the order of 40-60mph through the weekend. A severe weather threat will materialize across the Plains through the weekend. A strong Atmospheric River could bring flooding to the Pacific Northwest by the start of next week.
