If you ask a Bangkok taxi driver how much the fare is to a certain location, you will likely get a flat-rate two or three times more than the meter rate. The meter rate is always cheaper. Before getting in, say to the taxi driver "Chai meter kop (if you are a man) or "Chai meter kah (for a woman), which means "Use meter please."
