GT Communications Gemma Tognini says the Voice referendum is likely to fail due to the government's inability to compellingly convey the practical benefits to Australians.

"The Prime Minister and his cabinet have failed to articulate to the Australian people why this is a good reason in practical terms," Ms Tognini told Sky News host Jenna Clarke.

"Paul Keating said, If you don't know vote No."
