The United States Department of Defense's interest in artificial intelligence (AI) has transformed warfare as we know it. In 2017, they launched Project Maven, which aimed to apply AI in areas such as drone automation and data collection, to assist human operators in quicker and more precise decision-making.
This endeavor has only evolved with time. According to a March 2024 disclosure, approximately 70% of the projects run by the Defense Advanced Research Projects Agency (DARPA), incorporate AI in some form. Its objective has transcended beyond Project Maven's scope as DARPA, in partnership with Microsoft, Google, OpenAI, and Anthropic, is now striving to manufacture fully automated weapons. A multitude of around 800 "unclassified AI-related projects" were managed by the Pentagon by the end of 2023, clearly signaling the U.S military's accelerating interest in AI.
The use of AI in experimental capacities such as decision-making in "high-risk military and foreign policy processes" is particularly noteworthy. A joint study conducted by Stamford and Northeastern universities made use of AI models from OpenAI, Meta, and Anthropic, to enact war simulations, the results of which were quite alarming.
Predominantly disconcerting were the findings pertaining to the models' tendencies to escalate conflicts and their proclivity to the "nuclear option", with OpenAI's GPT-3.5 and GPT-4 emerging as the most aggressive of the lot.
These shocking results throw into question, the United States' compliance to the 2023 international agreement of responsible military use of AI and autonomy, signed by 47 nations. Aimed at establishing standards which included the responsible use of AI and appropriate safety measures, these findings starkly opposing to the principles of this agreement.
The gravity of the situation mustn't be understated. It is essential that we ask ourselves, are we ready to face the potential consequences of AI in warfare? Are we doing enough to regulate the incorporation of AI in weaponry?
