The United Nations fears Burundi could be on the brink of the sort of disaster neighbouring Rwanda suffered 21 years ago, the genocide in which 800,000 people were massacred. The two countries share a similar ethnic make-up.
The UN was criticized for its failure back then to stop the killings in Rwanda.
In Burundi, it has even fewer people on the ground able to step in.
