One day, Toby the Tram Engine was very excited as he was just given a new bell that glistened like gold. He sets off is to a seaside village, where the town's folk hold a big parade and they even have a "Special Attraction," as they have one every year and this year, Toby was chosen. But when Toby arrives at the station near the village, he and his driver learn from the parade manager that there is no longer any room for him in the parade. Toby is very disappointed and chuffs sadly back to the junction. Meanwhile, Percy is shunting in the yard and was surprised to see Toby back so soon, but before Toby can tell him why, Sir Topham Hatt arrives and tells Percy to take care of an emergency at the harbor. Percy's driver says that the trouble at the harbor will definitely be the work of Bulstrode, a disagreeable barge who never stops complaining.

At the harbor, Bulstrode and the freight cars are arguing about who is in the wrong place. Soon, Percy arrives and the cars ask to be shunted into a siding to load up Bulstrode with their stone so that he can leave and they can be rid of him. While pushing the cars, Percy somehow cannot stop and he sends them through a pair of buffers and toppling off the high wharf, right onto Bulstrode's hull, which nearly sinks the barge, much to the other cars' amusement. It takes a very long time to clear the mess, after which a disgraced Bulstrode is towed to a beach. Along the beach, the workmen leave him there, telling him that he can stay where he is for visiting children to play on him, where he will finally be useful.

When Percy gets home, he and Toby all their news. By this time, Toby is over his disappointment and tells Percy that his driver says that both of them are Special Attraction's after all, everywhere they go, to which Percy happily agrees by blowing his whistle.
