"There are two phases at least in this, there's the emergency relief phase, which we're in now, and then there's the reconstruction phase. The reconstruction phase is going to take a very long time, the devastation is enormous, the estimates of what it will cost run into tens of billions of dollars. But right now we just have to get the people back on their feet, the waters have to recede, we have to find out how many bridges and roads have been destroyed, and we have to help Pakistan fix that problem. The Pakistani economy was getting better, was getting stronger, when this happened and the international community had given billions of dollars to Pakistan, in Swat last year there was an immense effort. All of that effort was washed away by these floods."

STORYLINE:
The US special envoy to Pakistan sought to highlight Washington's aid efforts on Wednesday during his first visit since massive floods devastated one of America's most important allies in the war against militancy.
Richard Holbrooke, who was visiting a relief camp in Makli, in Sindh province's Thatta district, stressed that US support is focused on saving lives, rather than winning hearts and minds or pushing Pakistan to step up operations against al-Qaida and the Taliban.
He was unequivocal about the extent of the flood damage, saying: "The reconstruction phase is going to take a very long time, the devastation is enormous, the estimates of what it will cost run into tens of billions of dollars."
In the meantime, he said, the priority was to get the people back on their feet.
Other senior US officials have stressed that the flood relief is purely humanitarian, but even before the disaster hit, the US was looking for ways to improve its image in Pakistan, a country where anti-American sentiment is pervasive despite spending billions of dollars in aid.
The US has donated more than 260 (m) million US dollars for flood relief and has provided 18 military helicopters to evacuate people and deliver food and supplies.
It has also provided water purification kits and deployed mobile medical teams to help prevent the spread of disease.
