The third (3rd) annual United States Space Command Command Legal Conference was inaugurated by General James H. Dickinson, the USSPACECOM Commander. In his welcome remarks, General Dickinson discusses the importance of outer space to the international community, current events involving space cooperation between the United States and its international allies, USSPACECOM's work in furthering cooperation and working with interagency and international partners, and other topics.

The 3rd Annual USSPACECOM Legal Conference, co-hosted by the USSPACECOM Legal Office and the US Air Force Academy's Law, Technology, & Warfare Research Cell, was a 3-day event, which took place at Polaris Hall, United States Air Force Academy, and Schriever Space Force Base between 28 February and 2 March 2023. The theme of the 2023 Conference was "Cooperation in Space," with panels and keynotes on a wide range of issues including international space cooperation and the Artemis Accords, public/private partnering in the defense of Ukraine, collective security, commercial partnerships, and space traffic management / space domain awareness partnering.

General Dickinson's remarks were presented on 28 February 2023.
