There is no shadow because the sun is directly overhead at its zenith. This phenomenon happens twice a year for latitudes between the tropic of cancer and the tropic of capricorn (near the equator) at solar noon, when the sun is highest in the sky. But you have to be in the right place at the right time with no clouds!
Of course it is smoking hot outside on this day as well.
