The Empire has been a massive nation ever since it's founding by Sigmar several thousands years ago! And a massive nation requires a massive army to defend it! In fact in the Empires case several massive armies as each elector count maintains their own standing armies of State Troops that can be raised by villages, towns or even individual nobles to wage total war on the foes of Karl Franz tough most of the time the state troops are busy on guard duty or putting out fires.
