I setup sixteen 1 ohm resistors (1% accurate) in parallel in order to determine whether the Fluke 8842A multimeter could be used as a milliohm meter. The resulting resistance should be 0.0625 ohms (1/16th of 1 ohm). The actual reading was about 0.0655 ohms (about 0.003 ohms too high). However, this small difference is likely explained by the use of a breadboard, which has some small, additional resistance in the pin connections. My conclusion is that the Fluke multimeter is accurate enough for milliohm measurements.
