    b    Fuel to the Russia propaganda machine - #West is out to get us
    4    Could threaten potential peace talks
    5    Entangle frozen Russian assets into litigation in US courts
    a    Complicating potential negotiations
    b    Limiting potential reparations to Ukrainians
