Fusion monsters can be summoned from the extra deck as long as you use a card effect that allows you to specifically perform a fusion summon in its text, and have the exact materials described on that fusion monster in the appropriate places.
For example, one of the most used Fusion spell card in the game currently is Branded Fusion, which lets you send the materials (Fallen of Albaz, Despian Tragedy) listed on a fusion monster (Lubellion the Searing Dragon) that has Fallen of Albaz as one of its materials from your deck, hand, or field, to the GY to bring out that fusion monster.
And thats basically it, a fusion monster just needs other card effects to bring them out, and those other card effects tell you what you need to do to do the fusion.
Sometimes fusion monsters will say they can be brought out in other ways, but they will tell you exactly in their card text how you do that, like with ABC dragon saying you just banish its materials from the field or GY to bring it out without needing a fusion spell card. Or Thunder Dragon Colossus which states a condition and a specific materials to bring it out. Basically fusion monsters can be brought out however they want, and they can get really creative with their special summoning conditions, if they have one.
One last thing, is that you can use face-down monsters on the field as fusion materials, and its the only extra deck type that can do that.
