(12 Jul 2011) HEADLINE: US admiral visits Beijing to improve ties
CAPTION: The top U.S. military officer began a visit to Beijing aimed at improving chilly military relations with an appeal Sunday for a peaceful settlement amid tensions in the disputed South China Sea. (July 10)
(Admiral Mike Mullen, chairman of the Joint Chiefs of Staff)
("There can be no doubt that this vibrant region is on the rise and China's growing presence and influences plays an important role, indeed a vital role, in Asia. But in the spirit of mutual benefit, it is important to emphasise that China's rise does not imply America's decline. Another trend we are seeing is that China and other nations are rapidly expanding their military modernisation efforts. Historically, as nations develop, they often invest in their armed forces, and this region is no exception. But with greater military power must come greater responsibility, greater cooperation and just as important, greater transparency. Without these things the expansion of the military power in your region, rather than making it more secure and stable, could have the opposite effect.")
