Chevy Volt doesn't turn on! These could be the reasons:
When the high voltage battery pack Voltage is less than 205 V.
OR
The Minimum Hybrid Battery Cell Group Voltage in the hybrid battery is less than 2.05 V.
The Chevy Volt will go into low voltage lockout. These trouble codes can only be cleared by the dealer. Or for those brave enough to try this at home, this video will take you through the steps to unlock and charge your Chevy Volt yourself. This is not a permanent fix and does not change the fact that you *probably* need a full battery replacement. This is just a band-aid. Consider this a limp home mode. Please note that after completing this fix, you will need to drive in Mountain Mode. Failure to forget to put your Volt in mountain mode WILL leave you stranded on the side of the road before long.
Trouble codes might include
P0AFA: Hybrid/EV Battery System Voltage Low
P1E00: Turn on Malfunction Indicator Light
U0140: Lost Communication with Body Control Module
U183E: Lost Communication with CANBus
P1EFC: Battery Charger Control Module System Voltage Low
P1A0C: Battery Energy Control Module System Voltage Low
STEPS TO REPAIR
0) Ensure that your 12V Battery in the trunk is holding a charge. I recommend putting a battery tender on it and holding the voltage between 13V and 14.4V. This will present as DTC P0562: 12V System Voltage Low;
1) Buy a VCX NANO for GM at vxdiagshop.com, Amazon, or eBay

2) Purchase a clean used laptop and install a fresh copy of
Windows 10 PRO / Home
Uninstall Windows Defender

Download files from VXDIAG (no cost)

Download All GDS2 (v.2019-02)
Extract GDS2.zip (467MB)
Install GDS2Autoinstall.exe
Downloaded Patch GDS.zip (7MB)
I had to re-disable Windows Defender, even though I had already. And restart computer
Move to C:\ replacing existing file
Download new VX Manager 1.8.9 MegaLink
Turn car on
Launch VX Manager
Launch GDS2
Follow video to release lock out
Turn car off before attempting to charge
