Officer Wayne Isaacs had just finished a shift at the 79th Precinct in Bedford-Stuyvesant when he got into a road-rage incident with Delrawn Small. Small approached Officer Isaacs car, after which Isaacs shot him in the head and chest. Small died at the scene.
