Justice Secretary Menardo Guevarra says convicted rapist and killer Antonio Sanchez and other heinous crime convicts can still be freed early under the recently revised implementing rules of the Good Conduct Time Allowance law.
But Justice Undersecretary Markk Perete notes that despite the recent review by DOJ and DILG, the contentious law may still be in need of some tweaking.
