My Kona Adventures (mykonaadventures.com) run their Manta Ray Night Snorkel out of Keauhou Bay which is an easy drive from anyplace in Kona-Kailua. With just a very short ride in their rigid hulled inflatable boat, they transport you offshore of the Outrigger Resort and put you in the water. Our family had a wonderful night encountering numerous manta rays over hour roughly 1 hour in the water. Great trip, great tour guides, great experience!
