China has announced plans to increase the growth rate and to raise its defence budget at the annual parliament session in Beijing. But one of the most pressing tasks facing legislators is to tackle pollution. As smog reaches dangerous levels in the capital and other cities, environmental issues are causing China's public most concern. The government fears discontent that might compromise stability.
