“And the highest point I could get to at the moment was back here because at that point I didn't know how high the water was going because it just kept going and going and going higher and higher and higher. But thank God it didn't get up to that past that step, and I was able to keep safe.”

“Everything in my apartment is gone. I don't know when or if I'll be able to get back in. Months at least. I'm disabled. They had to come and lift me onto my coffee table and sit me in my window, and I had to fall back into the arms of the rescuers and trust them. And then I had to wait in the rain for almost two hours for a boat because I couldn't walk through the rushing water. So it was a very long process and a very scary one.”

STORYLINE:
Heavy rain has washed out roads and forced evacuations in the Northeast as more downpours were forecast throughout the day.
One person in New York's Hudson Valley has drowned as she was trying to leave her home.
Several residences and businesses in Highland Falls, New York were flooded, including along the town’s Main Street.
New York Gov. Kathy Hochul said Highland Falls received nine inches of rain.
Hochul announced a state of emergency Sunday for Orange County. That included the town of Cornwall, near the U.S. Military Academy in West Point, where many roads were flooded and closed off.
The storm also interrupted air and rail travel.
The slow-moving storm reached New England in the morning after hitting parts of New York and Connecticut.
Officials say the storm has already wrought tens of millions of dollars in damage.
