Not being privy to judge meetings or anything of the like, I am honestly curious if they had a discussion about Ancient Tomb essentially being a devkit level... That and, not having access to the devkit myself, I can't verify how much was actually changed here. Still, overall I'd say the judges, at least those I've spoken with, seem like reasonable people, so I'm sure they reached some sort of consensus on it.
