It's tempting to assume that the rather astonishing turnover is due somehow to a flawed cast of characters in and around the ruling Conservative Party. But amid the post-Brexit economic turmoil there, to say nothing of the ripple effects of the pandemic, perhaps there is more to the story than first meets the eye.
