The Los Angeles River revitalization presents a significant opportunity for the City of Los Angeles to sustainably develop prime real estate throughout the City and the region. Legendary architect, Frank Gehry, is leading the comprehensive design efforts and says the river, “...could be reimagined as a linear Central Park." Simultaneously, the Los Angeles Metropolitan area has a significant shortage of multifamily and affordable housing. Could the Los Angeles River Revitalization project serve as a catalyst to create a significant amount of affordable, elegantly designed multifamily housing? How can the private, public, and non-profit sectors collaborate to effectively and creatively address this complicated project to achieve the City's long term housing goals? This panel discussion will provide some context and ideas for how redevelopment/revitalization should proceed.

Claire Bowin joined the Los Angeles Department of City Planning nine years ago. During her tenure their she has led such innovative initiatives as the City’s Green Building Ordinance, the Cornfield Arroyo Seco Specific Plan, Plan for a Healthy Los Angeles and most recently, Mobility Plan 2035. Claire’s background in architecture, art direction and community development provide her with skills that complement the urban planning field. In her current position as Senior City Planner for the Citywide team Claire will continue to push ideas forward that make for a healthier, equitable and more sustainable Los Angeles.
Shane Phillips is a recent graduate of the USC Price MPL/MPA dual-degree program and assisted with the development of the LA Business Council Institute’s April 2015 publication, “LA’s Next Frontier: Capturing Opportunities for New Housing, Economic Growth, and Sustainable Development in LA River Communities”. He currently works as Project Director for the non-profit Los Angeles Streetcar, Inc., overseeing the project design contract and managing partnerships with the City and other key project stakeholders. Shane’s primary interest lies at the intersection of housing and transportation policy, seeking creative ways to reduce automobile dependence, improve health and safety outcomes, and make cities like Los Angeles more affordable places to live. Outside of work, Shane frequently writes about these topics and performs original research, analysis, and data visualization at his blog, Better Institutions.
Daniel Tellalian is an economic development specialist focused on attracting investment to low-income neighborhoods. He was recruited by the City as a founding board member of the LA River Revitalization Corporation and served as its board chair for three terms. A proponent of neighborhood-scale development, Daniel has extensive experience in place-based community investment initiatives and the absorption of capital into underinvested urban environments. In addition to his leadership role at consulting firm Emerging Markets, Inc., he has enjoyed successful career stints as a real estate and land use attorney, commercial developer, certified public accountant, nonprofit executive, and alternative lender. Daniel is currently consulting on several potential river-adjacent housing projects.
