A Harford County councilman is accusing the county executive of illegally spying on him. The Harford County Sheriff's and State's Attorney's offices are investigating a complaint accusing the county executive of violating Maryland wiretap laws. Harford County Councilman Aaron Penman, R-District B, alleges Republican County Executive Bob Cassilly illegally intercepted his and electronic communications. The councilman contends this is retribution because he made a complaint to the state prosecutor in May, alleging Cassilly illegally transferred $7 million in funds from the general fund without the County Council's approval.
